What was the SIOANI
 
The System for the Investigation of Unidentified Aerial Phenomenon (SIOANI) was unprecedented in Brazil and in the world. It was created in 1969, under the inspiration and guidance of Air Force major-brigadier José Vaz da Silva, head of the Committee for the Investigation of Flying Saucers. In its early stages, SIOANI had high-ranked propositions and it operated exemplarily. Its conceptualization demonstrates so: “SIOANI is the collective resources of personnel and materiel dedicated to the investigation and research of the so-called Unidentified Aerial Objects (UAO) phenomenon”. The closure of the USAF’s Project Blue Book in 1969 may have contributed for the shutting down of SIOANI in 1972. Unfortunately, over 90% of FAB personnel nowadays have absolutely no knowledge of this amazing endeavor. However, as far as we know, the percentage of laypeople involved in the issue tends to increase quickly. The SIOANI was organically constituted by:
 
(a) Center for the Investigation of Unidentified Aerial Objects (CIOANI) – A central body of the System.
 
(b) Investigation Zone of Unidentified Aerial (ZIOANI) – A geographical area which comprised the Offices for the Investigations of Unidentified Aerial Objects (NIOANI). There were six of those offices.
 
(c) Office for the Investigation of Unidentified Aerial Objects (NIOANI) – A bureau that was in charge of observing, investigating and collecting materials for research into the Unidentified Aerial Objects (UAO). Its function could be executed by a military agency, a public institution or individuals. The NIOANI was attached to its corresponding ZIOANI.
 
(d) Research and Analysis Laboratories (LIOANI) – Supporting agencies for the accomplishment of research tasks and material analysis related to UAO.
 
(e) Personnel and materiel transport (TIOANI) – Means of transportation that was first provided by official agencies, military or civilian, upon request by CIOANI, ZIOANI or NIOANI. When official transport was not available, the commercial transportation could be used. The transport had to be appropriate, efficient and fast. A quick arrival to the spot where a UFO incident had occurred was basic, so that there would be no alteration of traces or distortion of facts. For that purpose there were five small-sized aircraft, two twin-engine craft and three single-engine craft, based on the Park for Aeronautical Materiel in São Paulo, and were run by the 4th Air Zone. Those aircraft were used for the Organization’s normal services, as well by those demanded by SIOANI.
 
(f) Communication network (RIOANI) – Comprised of a web that involved the now-extinct FAB’s communication networks, and further Singular Forces (Brazilian Army and Navy), Police Forces and the amateur-radio network, aiming at rapid transmission of phenomenological occurrences or the information flow between the several links in the system. SIOANI reported to the Ministry of the Aeronautics, but the results of its work was forwarded to the Air Force’s Chiefs-of-Staff. Within the 4th Air Zone, it was outside the frame of its Chiefs-of-Staff, but its chief was also responsible for the 2nd Section (Information), encompassing CIOANI, which confirmed that the UFO issue was handled by an Information (nowadays Intelligence) officer.
 
Considering that SIOANI wasn’t a top secret agency and that even civilian researchers took part of its procedures, all this structure proves that Brazil was the first country in the world ever to officially and publicly admit the reality of the UFO Phenomena, and the first one to investigate it openly, in a not secret manner.

A. J. Gevaerd, éditeur de la revue brésilienne UFO Magazine, présente cette mise à jour sur la divulgation progressive au Brésil : "Le gouvernement brésilien vient de déclassifier une nouvelle série de documents Ovnis de ses archives secrètes.

Il s'agit maintenant des années 80. Des documents très importants concernant les années 50, 60 et 70 avaient déjà été rendus publics. C'est la troisième vague depuis le début de l'année 2009. Nous en sommes maintenant à plus de 4.000 pages.

Cette divulgation récente livre en complément des dizaines de rapports d'Ovnis du 19 mai 1986, considéré officiellement comme "la Nuit des Ovnis", lorsque 21 objets sphériques, d'environ 100 mètres de diamètre - selon les sources militaires - avaient été détectés par les radars et signalés par des pilotes civils.

Le trafic aérien étant perturbé au-dessus des principaux aéroports du pays, comme Sao Paulo et Rio de Janeiro, plusieurs Mirage et des F5 furent lancés à leur poursuite.

Le lendemain matin de cette 'invasion', le brigadier-général Octavio Moreira Lima, ministre de l'Air Force, s'était exprimé publiquement sur le réseau de la télévision nationale, en expliquant sans détours ce qui s'était passé. Les pilotes ayant pris part à la poursuite s'étaient également exprimés, ainsi que leurs commandants, racontant que ces incidents avaient duré plusieurs heures.

Nous avons eu plusieurs déclassifications depuis 2007. Elles sont à mettre au crédit de la campagne "UFOs : Freedom Of Information Now", qui est animée depuis 2004 par le CBU (Brazilian Committee of UFO Researchers). Ce sont 2.200 nouvelles pages de documents Ovnis qui viennent d'être remises au CBU et simultanément versées aux Archives Nationales brésiliennes.



Fin Juillet, des centaines de documents du SOANI (Brazilian Air Forces official System for the Investigation of Unidentified Aerial Phenomenon) avaient montré comment les autorités militaires s'étaient occupées du Phénomène Ovni dans les années 60 et 70.



Le SIOANI n'est pas une agence top secret, et des chercheurs civils ont également participé à ses travaux. De ce fait, sa structure et son fonctionnement démontrent que le Brésil est le premier pays au monde qui reconnaît publiquement la réalité du Phénomène Ovni.



Il est aussi le premier à reconnaître officiellement qu'il mène de telles enquêtes.

Aviez-vous déjà vu des dessins en couleurs de soucoupes, réalisés par des témoins, qui ont fait l'objet d'enquêtes par des militaires ? Ceux qui sont présentés sur cette page font partie d'une série de croquis récemment divulgués, qui concernent des observations au Brésil dans les années 60 et 70, et ils figuraient dans les dossiers du SIOANI. Nous attendons des quantités d'autres documents.

Le site web de la revue brésilienne UFO Magazine présente déjà des milliers de pages, accessibles en téléchargement, dont 1.200 pages de documents, 200 photos concernant les études du SIOANI dont l'Operation Saucer, qui avait été menée en Amazonie en 1977, ainsi que des dossiers remis au CBU par d'autres sources militaires." - Source

J'aimerais savoir si il est possible de montrer (à un sceptique) que ces documents viennent bien du gouvernement brésilien.

Je veux dire, le gouv. brésilien a-t-il une page web officielle qui dit quelque chose du genre : "nous étudions le phénomène OVNI depuis les années 50 et les documents publiés sur le site d'UFO magazine sont officiels." ?

Brazilian Military Document Confirms UFOs "Solid" And Under "Intelligent Control"

Among the documents released are the reports of UFOs on May 19, 1986, considered the 'Official UFO Night in Brazil', when 21 spherical objects, estimated 100 meters in diameter - according to military sources - literally jammed air traffic over the major Braziian Airports, when several Mirage and F5 jets were scrambled to pursue them for ours.
 
As most of you already know, at that time the Air Force Minister Octavio Moreira Lima went public on national TV networks about it the other morning. The pilots and their commanders also spoke freely about the pursuits, which occurred over several hours. This was a major thing in Brazil.
 
Now, when on TV to the whole Nation, the Moreira Lima promised that a full report would be issued about the events, considering the air-air and air-land radar detections and the pilot pursuing, and it would be available in 30 days. And as most of the things that happen in my country, when governmental promises are involved, this much anticipated document was not released then.
 
Now we know why!
 
Among the important files just released in the 80s package, there it is a certain 'Occurrence Report', dated June 02, 1986, just a few days after the 'invasion' by 21 UFOs of the most developed areas in the country. It is 8 pages and signed by Air Brigadier Jose Pessoa Cavalcanti de Albuquerque, acting commander of the Brazilian Air Command of Air Defense (COMDA).

Now, what this report contains is very interesting, and I quote its Final Considerations part:

1. Based on the analysis of above-reported events, it is this Command's opinion that, according to the information from the controllers, pilots and previously elaborated reports from I Cindacta (Air Traffic Control and Aerial Defense Center), that there are some points of coincidence regarding radar echoes, accelerations, illumination, velocities and behavior, either by technical detection or by visual contact.

2. Some of those coinciding points that we can name are those phenomena which exhibited certain constant characteristics, as follows:

a. Produced radar echoes, not only on the Air Defense System, but also on the intercepting airplanes simultaneously, with visual comparisons by the pilots.

b. Change in velocity, from subsonic to supersonic, besides hovering capability.

c. Varied altitude, from below FL-050 to altitudes above FL-400.

d. Occasionally seen as white, green and yellow lights, and sometimes no  luminous indication.

e. Sudden acceleration and deceleration

And there is more. In the Item 3 of the Final Considerations part, the Occurrence Report says clearly that 'the phenomenon (UFOs) is solid and reflects intelligence'. See it in full:

3. As a conclusion of the observed constant facts in almost all presentations, it is the opinion of this Command that the phenomenon is solid and reflects intelligence by its capacity to follow and sustain distance from the observers, as well as to fly in formation, and are not necessarily manned craft.

I believe that this is one of the most powerful existing documents revealing the reality of the UFO phenomena, now fully admitted by our military authorities. We are now working to have more than 600 pages translated, and next Sunday I will interview the former Air Force minister Socrates Monteiro, another authority and officer in Brazil that decided to come public about what he knows and accept to receive me. He was the commander of the Air Traffic Control and Aerial Defense Center (Cindacta).
