UFOs: Declassifed CIA document 'Flying Saucers' shows psychological warfare plan

The CIA has posted on its website many declassified documents  on UFOs and "flying saucers." One of the most intriguing of these is copied in full below, with bold font added to key sections. MEMORANDUM FOR: Director of Central Intelligence

THRU: Deputy Director (Intelligence)

SUBJECT: Flying Saucers



1. PROBLEM

To determine:

a. Whether there are national security implications in the problem of "unidentified flying objects" i.e. flying saucers;

b. Whether adequate study and research is currently being directed to this problem in its relation to such national security implications; and

c. What further investigation and research should be instituted, by whom, and under what aegis.


2. FACTS BEARING ON THE PROBLEM

a. OSI has investigated the work currently being performed on flying saucers and has found that:

(1) The only unit of government currently studying the problem is the Directorate of Intelligence, USAF, which has charged the Air Technical Intelligence Center (ATIC) with responsibility for investigating the reports of sightings.

(2) At ATIC there is a small group consisting of a reserve Captain, two Lieutenants and two secretaries to which come all reports of sightings through official channels, and which conducts investigation of the reports either itself or through consultation with other Air Force officers or with civilian technical consultants.

(3) A world-wide reporting system has been instituted and major Air Force Bases have been ordered to make interceptions of unidentified flying objects.

(4) The research being carried on is strictly on a case basis and appears to be designed solely to attempt a satisfactory explanation of each individual sighting as it occurs.

(5) ATIC has concluded an arrangement with Battelle Memorial Institute for the latter to establish a machine indexing system for official reports of sightings.

(6) Since 1947, ATIC has received approximately 1500 official reports of sightings plus an enormous volume of letters, phone calls and press reports. During the month of July 1952 alone, official reports totaled 250. Of the 1500 reports, Air Force carries 20% as unexplained and of those received January through July 1952 it carries 20% unexplained.


3. DISCUSSION

a. OSI entered into its inquiry fully aware that is was coming into a field already charged with partisanship, one in which objectivity had been overridden by numerous sensational writers, and one in which there are pressures for extravagant explanations as well as for oversimplification. The OSI Team consulted with a representative of Air Force Special Studies Group; discussed the problem with those in charge of the Air Force Project at Wright field; reviewed a considerable volume of intelligence reports; checked the Soviet press and broadcast indices; and conferred with three OSI consultants, all leaders in their scientific fields, who were chosen because of their broad knowledge of the technical areas concerned.

b. OSI found that the ATIC study is probably valid if the purpose is limited to a case-by-case explanation. However, the study makes no attempt to solve the more fundamental aspect of the problem which is to determine definitely the nature of the various phenomena which are causing these sightings, or to discover means by which these causes and their visual or electronic effects may be immediately identified. Our consultant panel stated that those solutions would probably be found on the margins or just beyond the frontiers of our present knowledge in the fields of atmospheric, ionospheric, and extraterrestrial phenomena, with the added possibility that our present dispersal of nuclear waste products might also be a factor. They recommended that a study group be formed to perform three functions:

(1) Analyze and systematize the factors of information which form the fundamental problem;

(2) Determine the fields of fundamental science which must be investigated in order to reach an understanding of the phenomenon involved; and

(3) Make recommendations for the initiation of appropriate research.


Dr. Julius A. Stratton, Vice President of the Massachusetts Institute of Technology, has indicated to OSI that such a group could be constituted at that Institute. Similarly, Project Lincoln, the Air Force air defense project at MIT, could be charged with those responsibilities.


4. CONCLUSION

a. The flying saucer situation contains two elements of danger which, in a situation of international tensions, have national security implications. These are:

(1) Psychological – With world-wide sightings reported, it was found that, up to the time of our investigation, there had been in the Russian press no report or comment, even satirical, on flying saucers, though Andre Gromyko had made one humorous mention of the subject. With a State-controlled press, this could result only from an official policy decision. The question, therefore, arises as to whether or not these sightings:

(a) Could be controlled,

(b) Could be predicted, and

(c) Could be used from a psychological warfare point of view either offensively or defensively.

The public concern with the phenomena, which is reflected in the United States press and in pressure of inquiry upon the Air Force, indicates that there is a fair proportion of our population which is mentally conditioned to the acceptance of the incredible. In this fact lies the potential for the touching-off of mass hysteria and panic.

(2) Air Vulnerability – The United States Air Warning System will undoubtedly always depend upon a combination of radar screening and visual observation. We give Russia the present capability of delivering an air attack against us, yet at any given moment now, there may be current a dozen official unidentified sightings plus many unofficial. At any moment of attack, we are now in a position where we cannot, on an instant basis, distinguish hardware from phantom, and as tension mounts we will run the increasing risk of false alerts and the even greater danger of falsely identifying the real as phantom.

b. Both of these problems are ordinarily operational in nature but each contains readily apparent intelligence factors. From an operational point of view, three actions are required:

(1) Immediate steps should be taken to improve identification of both visual and electronic phantoms so that in the event of an attack, instant and positive identification of enemy planes or missiles can be made.

(2) A study should be instituted to determine what, if any, utilization could be made of these phenomena by United States psychological warfare planners, and what, if any, defenses should be planned in anticipation of Soviet attempts to utilize them.

(3) A national policy should be established as to what should be told the public regarding the phenomena, in order to minimize risk of panic.

c. Intelligence problems include:

(1) The present level of Russian knowledge regarding these phenomena.

(2) Possible Soviet intentions and capabilities to utilize these phenomena to the detriment of US security interests.

(3) The reasons for silence in the Soviet Press regarding flying saucers.

d. Intelligence responsibilities in this field as regards both collection and analysis can be discharged with maximum effectiveness only after much more is known regarding the exact nature of these phenomena.

e. The problem transcends the level of individual departmental responsibilities, and is of such importance as to merit cognizance and action by the National Security Council.

f. Additional research, differing in character and emphasis from that presently being performed by the Air Force, will be required to meet the specific needs of both operations and intelligence.


5. RECOMMENDATIONS

It is recommended that:

a. The Director of Central Intelligence advise the National Security Council of the security implications inherent in the flying saucer problem with the request that, under his statutory coordinating authority, the Director of Central Intelligence be empowered to initiate through the appropriate agencies, either within or without the government, the investigation and research necessary to solve the problem of instant positive identification of "unidentified flying objects."

b. CIA, under its assigned responsibilities, and in cooperation with the psychological strategy board, immediately investigate possible offensive or defensive utilization of the phenomena for psychological warfare purposes both for and against the United States, advising those agencies charged with U.S. internal security of any pertinent findings affecting their areas of responsibility.

c. On the basis of these programs of research, CIA develop and recommend for adoption by the National Security Council a policy of public information which will minimize the risk of panic.

From the Moon to Mars, and beyond, Laura Eisenhower's 'Agent X' reveals a plan to colonize the Red Planet. And yes, this is a true story.

(STARpod.org)-- Imagine this: The daughter of a key Obama energy consultant -- who also happens to be the great-granddaughter of President Dwight D. Eisenhower -- claims to have been the unwitting target of a black-ops interplanetary society, covertly run by spooky men with known connections to the US Central Intelligence Agency.

In a display of cosmic coincidence run wild, the real story behind the tale includes threads of high strangeness connecting a 'secret' Mars Mission to America's intelligence agencies and their secretive fascination with the paranormal.

It appears that Space Travel, Nuclear Energy, and Travel to the Red Planet are a common theme surrounding the Eisenhower family.

US government consultant Susan Eisenhower's former husband and business partner is physicist Roald Sagdeev, a key Russian scientist who once worked on Mars missions for the Soviet Union. The man her daughter Laura introduced to her in 2006, Richard Dell Jr., is currently pursuing nuclear rocket technology with Dr. George H. Miley, of the University of Illinois Urbana.

Richard Dell Jr.'s stated goal: leverage private investment to build a colony of human explorers on Mars, by developing Miley's nuclear rocket engines.

Dr. Miley has a long history of nuclear rocket concept development, including a paper coauthored with Franklin Meade of the Air Force Research Laboratory on advanced Air Force military space planes. In a 2006 paper published by STAIF -- the Space Technology and Applications International Forum (alleged to have been the target of another recruitment effort by US military intelligence) -- Meade, Miley, and their associates presented a concept for a reusable single-stage-to-orbit vehicle, comparable in scale to present day Air Force fighter jets. The proposed craft sounded like something from Star Wars: According to the proposal, such a space fighter would be armed with beam weapons and capable of operating in near-Earth space, or beyond.

A few years after the Miley USAF spaceplane proposal, Susan Eisenhower, the nuclear consultant, abandoned the Republican party to endorse Barack Obama's presidential aspirations.

Writing for The National Interest, Eisenhower explained, "I have decided I can no longer be a registered Republican...This was not an endorsement of the Democratic platform, nor was it a slap in the face to the Republican Party. It was an expression of support specifically for Senator Barack Obama...The energy, health-care and financial crises threaten our national prosperity and well-being, just as surely as any confrontation overseas or an attack by radical terrorists."

Is there a UFO under Dreamy Draw dam?

There is a rumor circling the internet that there is a UFO hidden under the Dreamy Draw dam just north of Phoenix, Arizona. It is supposedly part of a literal UFO cover-up of a crash that took place in 1947, the same year as the famous Roswell incident. The area is now a city owned park and internet searches on the area will result in people talking about the hiking trails and others commenting about the UFO rumors.

This rumor most likely started from an alleged UFO crash written about in two popular UFO books. The first being Frank Scully’s Behind the Flying Saucers, published in 1950, this was one of the first UFO books to make it big. Chris Carter, writer for the X-Files TV show, used Scully’s last name for FBI agent Dana Scully. This book was based on the Scully’s interviews and experiences with two alleged UFO insiders, Silas Newton and an anonymous scientist he called, Dr. Gee. The later is now believed to be a man by the name of Leo GeBauer.

Newton and GeBauer turned out to be oil conmen, and it is widely believed that they lied to Scully about everything Scully wrote about in his book. So what did they say? They essential told Scully they were involved with the recovery and analysis of crashed flying saucers. This is summary is very simplified and the book is well worth reading. Some of the crashes they allegedly knew about were in New Mexico and one was in Arizona. The crash in Arizona was of a 36 foot craft from which two humanoid bodies were recovered, but there was no information regarding the exact location.

China's UFO Obsession -Ex-China Foreign Ministry Official: "Extraterrestrials live among us"

In sharp contrast to the industrialized West, the Buddhist milieu of China has encouraged their scientific community, with the support of government, to seek to explore UFO incidences and evidence of human contact with extraterrestrials.

Russia's Izvestia reports that China has a record number of UFO scientific and community-based organizations, where some attempt to establish some sort of a contact with extraterrestrials. Their actions are protected by the government-funded National Society of the Extraterrestrial Studies, which was founded 25 years ago. Only professional scientists and engineers are allowed members in the Society. A person also required to have Ph.D. in science and have several published works about UFOs. About a third of all members of the society are also members of the Government of China.

Sun Shili, a retired foreign ministry official who is now president of the Beijing UFO Research Society who also concludes that waixingren (extraterrestrials) are living among us.

Sun claims his first close encounter occurred in 1971, when he was sent to the remote countryside during the "cultural revolution" (1966-76) to perform the grueling task of rice planting. One day while toiling in the field, his attention was diverted to a bright object in the sky, which rose and fell repeatedly.

At first, Sun assumed the object was some sort of Cold War intelligence monitoring device – a reasonable deduction considering the times – however years later, after reading foreign materials on UFO sightings, he knew he had experienced a close encounter.

According to Shen Shituan, an rocket scientist, president of Beijing Aerospace University and honourary director of the government-supported China UFO Research Association, every report of an alien encounter is worth investigating.

''Some of these sightings are real, some are fake and with others its unclear,'' said Shituan. ''All these phenomena are worth researching.''

Research into UFO's could help spur new forms of high-speed travel, unlimited sources of non-polluting and non-fossil fuel based energy and faster-growing crops, claims Sun Shili.

China's ET obsession appears to have conceptual support from some of the more radical theories reported in the Western media.

If every habitable world in the universe is unique, and the precise chemical conditions of a planet helps shape the life that evolves there, then avatars, reports Astrobiology, could allow aliens to visit other worlds from the safety of their spaceship: "Could it be that all the stories of alien encounters on Earth were really encounters with alien avatars? Maybe aliens don't actually look like grey humanoids with large eyes and no noses. Instead, that haunting image may simply be what we look like to them."

Media representative, Michael Horn, who had set the stage for a momentous announcement by publicly demanding proof of UFO related claims made by researcher, Stephen Bassett, unexpectedly turned the tables when he himself presented what may be the best new evidence of extraterrestrial contact - and then offered it to his former opponent. The event took place, Friday night, at the Flying Saucers Cafe in the Santa Monica area of Los Angeles.

Bassett, who had expected Horn to press him to debate the UFO issue, was clearly shocked by the announcement and Horn's offer to contribute the evidence to a joint effort to stop the truth embargo about actual extraterrestrials and their UFOs.

“I think that Stephen now understands that the Billy Meier contact case is what the UFO cover-up is really all about. Things like Roswell, etc., are completely dead-end issues, with no remaining evidence and plenty of disinformation that keeps people chasing their tails in circles. Meier's contacts are still ongoing – he had one during the early morning hours of February 3, his 74th birthday, as he always does. So there's nothing to be gained by chasing lights in the sky, or pestering our government for anything about UFOs. We already have the most important answers and know more about it than they do anyway,” said Horn.

In 2009, the Plejaren extraterrestrial human beings forwarded to Horn, via Billy Meier, a specific warning of an impending, intrigue filled attempt, by a notorious Meier detractor, to use Horn's participation in a joint pro and con DVD project to conceal and launch a new, worldwide attack on Meier.

Horn admitted that neither he nor Meier suspected such sinister intentions by the person who befriended, and suggested doing the project with, him. They had taken taken him at his word, perhaps quite naively, since he had been one of Meier's most virulent opponents for many years.

But, according to Horn, the accuracy of the Plejaren information was born out almost immediately after he acted on it and withdrew from the project. “The stark contrast between his warm, friendly and enthusiastic emails, and the reality of what he was actually planning, was quickly in evidence on his website. The historic cooperation with me that he had been promoting was suddenly replaced with such outrageous, defamatory – and life threatening – attacks that three successive web hosting companies agreed to remove it from their servers.

“I kept this of all secret for a year, mainly to avoid more publicity for the attacker. Thanks to the Plejaren, we had avoided the real damage and I didn't want to direct attention to even the watered down version, for which he finally found a home online. Now this whole matter may represent the best new evidence of Meier's extraterrestrial contacts.”

Horn said, “Hopefully – and despite continued mainstream media suppression – there will now be a cooperative effort on the part of Stephen Bassett and his group, and all other interested parties, to openly discuss and examine the tens of thousands of pages of important information in the Meier material.

“The UFO cover-up is now effectively over. And I welcome using the opportunity to prioritize studying and disseminating the spiritual teaching from the Plejaren and Meier, which, along with their impeccably accurate prophecies and predictions, is really the very core of the case… and the key to our future survival.”

NASA Administrator Believes in Alien Life

Columbia, SC (WLTX) - It's a question man has been asking for centuries: are we alone and could there really be life out there somewhere. For some the answer is easy. They believe NASA knows that alien life exist and that we're being visited on a regular basis.

Clifford Clift is one such believer. "Maybe the powers that be are setting us up for disclosure, making it more subtle so it won't be a big jolt to us," he says.

Clift is the International director of MUFON, the Mutual UFO Network. They have some 3,000 members and over 1,000 investigators. "MUFON gets about 500 UFO sightings a month," Clift says. "About 400 of them we can prove are something very normal. But 100 or so we get every month we can't explain and they are extremely hair raising."

One of their latest investigations has to do with video that was supposedly shot on the morning of January 28th. A mysterious light is seen descending from the sky in Jerusalem. The light is seen hovering about The Dome of the Rock. After a few seconds, there appears to be a burst of energy, and then the light zooms away.

Is this proof positive that aliens exist, or nothing more than an elaborate hoax? MUFON believes NASA knows for sure.

"They do have a significant amount of information about the UFO phenomenon and E.T.s that are still there," Clift says. "Some of the astronauts have come forward now and are indicating that they have seen things beyond explanation."

Last October, during a satellite interview with NASA Administrator Charles Bolden, News19's J.R. Berry asked the former astronaut if he had ever seen anything strange in space. Bolden said, "J.R, I must admit, everybody that goes into space wants to see an alien or wants to see evidence there is other life in the universe and I am no different. But I am here to report that I saw no evidence. Although deep in my heart I believe there is good potential for other life in our universe."

However, another former astronaut says something entirely different.

Dr. Edgar Mitchell was the sixth man to walk on the moon when he was part of Apollo 14. He came forward years ago claiming to have proof that alien life exists.

"There is no doubt we're being visited," Mitchell said. "The universe that we live in is much more wonderous, exciting, complex and far reaching than we were ever able to know at this point in time, and the fact that we had wondered, were we alone in the universe forever, only in our period do we really have evidence. No we are not alone."

So what's going on here? Why the different stories from two credible astronuants?

Last month, J.R. had the chance to catch up with the Bolden again, this time in person, and asked him about Ed Mitchell's stunning comments. Bolden said, "Ed Mitchell is a big believer in extraterrestrials and as you and I talked about before, because of my faith, I believe there is very likely other life in the universe. I just don't have any evidence to back that up. But Edgar is one who actually claims to have evidence that E.T.s exist. I have never seen anything but that doesn't mean they don't exist."

Even the Vatican has weighed in on the question of alien life. The Pope says it's okay to believe in E.T.s, because if they do exist, then God made them too. That statement is embraced by UFO believers.

"God created the heavens and the earth," Clift says. "He didn't just create the earth, he created the whole universe. So if he created all of it, then he created those beings that are out there too. So I'm sure they are our brothers and sisters."

It's Clift's belief that the final answers are coming soon with disclosure. After talking with Charles Bolden, he seems it's not a matter of if we find out, it's a matter of when. Bolden said, "I have no doubt about things that will be discovered in the next year or so that will help us rewrite text books."

It seems to make sense that the 20th annual International UFO Congress was held on Native American Indian lands in Arizona. The conference, Wednesday, Feb. 23, through Sunday, Feb. 27, took place at the upscale Radisson Fort McDowell Resort on the Fort McDowell Yavapai Nation northeast of Scottsdale. The hotel at the resort was reportedly sold out. A connection between UFOs and other unconventional phenomena with Native American Indians is something that researchers and average people may want to pay attention to and think about.

That is a premise of and a quote from the new book "A.D. After Disclosure: The People's Guide to Life After Contact" by Richard M. Dolan and Bryce Zabel. These authors use a starting point that is beyond the various discussions about the question of "if" Earth humans are being visited by spacecraft and phenomena that are quite unconventional. They seem to feel that this has already been well established.
